This study aimed at reveal factors effecting tendering process in public sector:
The case of ministry of health and social welfare in ministry of Health and
Social Welfare. This paper sets to minimise the problems encountered during
tendering process in public sector. The study has observed that, despite of being
put into exercise for over eight (8) years, the tendering process at MOHSW is
ineffective due to the fact thatmonitoring of tendering process is a continuous
process of ensuring that: a procurement system in use in the ministry is properly
implemented to meet the intended objectives; obstacles towards achieving
intended objectives are identified and mitigated; and feedback is provided to all
those involved in the system for further improvement.
This paper discusses what has been done by the PPRA to monitoring public
procurement activities in the ministry especially MOHSW. It introduces the
internationally proposed method of measurement and monitoring the
performance of procurement system in the ministry developed by the PPRA and
how the method has been used to assess the Tendering process and procurement
system in detailed. Also, the study reveals the factors that affect the
performance on procurement staffs as well as stakeholders. Then, researcher
discusses the System for checking and monitoring procurement activities
developed by the PPRA and how the use of the system is going to be simplified
by the use of web-based technologies through the use of the Procurement
Management information system.
