The aim of researcher was to asses the challenges that faced by Tanzania Buildings
Agency in implementing Public Procurement Act 2004 and its Regulations 2005.
The collection of data in the field was done through the use of questionnaire,
observation, interview and reviewing documents. The sample of this study was 24
subjects.
The data were analyzed and presented in tabular form and discussed in relation to the
research questions/objectives. The findings of the study indicate that as regards
whether the procurement professional understand well the Act and its Regulations, it
is concluded that many of them do understand them to some degree. However, some
of them need to be trained to make them more conversant with them. The institution
adhere to the Act and it regulations although there are a number of problems that was
adherence difficult. In the opinion of the respondents, poor implementation of the
Act and its regulations will cause serious losses to TBA.
The research was to determine whether TBA gets value for money in terms of price,
delivery and quality in its procurement. It is included that the institution does get
value for money in terms of quality and price, however as far as delivery at the right
time in concerned it does not because of the lengthy procedure involved is that funds
budgeted should be released in time to meet procurement activities as specified by
the annual procurement plan.
Management is advised to devote more effort to achieving shorter delivery time,
better quality and economy. These will ultimately make the institutions gets value for
money (VFM) in its procurement activities. |
