The objective of this work was to study the procurement function in Tanzanian
Public Service Institutions: A case study of Tanzania Police Force Headquarters, Dar
es Salaam.
The researcher applied three methods in collecting his data, namely, interview,
questionnaires and extracting information from documents:
A sample size of 50 respondents at TPF who come from the following
department/units: procurement service providers, Procurement management unit,
finance department and internal and external customers.
Summarily, the findings were as follows:(i).
The findings show that procurement function is carried out by procurement
department (44%). (ii). The findings reveal that internal and external users are
satisfied from the services done by TPF (50%). (iii).The leading issue in
implementing procurement function in TPF was professionalism (60%). (iv).The
findings from the field show that the better ways of implementing procurement
function in TPF were that TPF should have its own plans and vote (23%). Moreover,
services to TPF students should be improved (23.3%).
This study can be concluded that:(i).
Procurement
function
has
not
yet
been
appraised
at
TPF
due
to
reluctance
of
TPF
bosses.
(ii).
Procurement
function
at
TPF
is
not done efficiently due to the misuse of
procurement guidelines and procedures.
There were no effectiveness, efficiency and transparency in procurement activities
due to lack of effective procurement function at Tanzania Police Force.
The policy implication we learn from this study is that, more training is needed to
TPF procurement and stores personnel, and department of procurement and supply
chain management in TPF. Also TPF requires stockverifier personnel.
