The study intended to assess the influence of Framework Agreement System for
Common use Items and Services to the procurement process costs, GPSA being the
case study.
This research paper is divided into five chapters; Chapter one, being an introduction
chapter which addresses background information of the problem, research objectives,
research questions, significance of the study , limitation of the study and
delimitation of the study. Chapter two is a literature
e review. Review of difference previous sources and similar topic with the objective
of gaining knowledge and familiarize with any relevant information about problem
studied. Theoretical basis of the studies was also given in this chapter.
Chapter three is a Research methodology as the research design used was a
descriptive, case study. Most of the data was qualitative and quantitative in nature,
interview and questionnaires was the main data collection method used. Observation
technique was also used. A sample of 15 was selected purposefully GPSA staff, 10
from procuring entities and 10 from suppliers. Discussion approach was used in data
analysis.
Chapter four where analysis and discussion of the findings done shows that, the
Framework Agreement System for Common use Items and Services through
tendering procurement process minimizes procurement costs as well as reduction of
delivery time of the goods and services to the procuring entities. However, there is
delay in tendering procurement process and late award of contracts. Lastly, chapter
five is the summary of the study, conclusion and recommendations of what GPSA
can make so as they can solve the problem of delay in tendering procurement process
and late award of contracts. Researcher suggests some recommendations to GPSA as
to employ enough number of staff who will particular responsible for the tendering
procurement process of the system and alternatively every PE which use this system
for procuring common use items and services should transfer one procurement
officer to GPSA to join with procurement team of common use items and services |
