The TPA operates a system of ports serving the Tanzania hinterland and the
landlocked countries. In performing this crucial service, TPA encounters challenges
in the areas of loading and offloading, cargo transportation aggravated by poor rail
services by the Tanzania Railway Limited, congested roads in Dar es Salaam,
Inadequacy of cargo handling equipment, machines and the unavailability of
contemporary loading/offloading technologies are pointed out as some of the
bottlenecks of TPA operations. The objectives of study is to examine the relationship
between means of transportation of goods from ship to offshore and revenue
collection at TPA, to examine the efficiency of handling equipments used in loading
and off loading of cargo with respect to revenue collection at TPA, to investigate the
procedures used when loading and off loading cargo with respect to revenue
collection at TPA. This research is the descriptive in its design and approached by
using a case study and incorporated both qualitative and quantitative methods .The
population counted is more than 3000, while a sample size of 20 was taken using a
questionnaire collection tool. The data presented in a form of tables, appendices,
charts and graphs.
The qualitative data that obtained from the source were subject to content analysis
while on the other hand, facts finding from quantitative data qualified in percentages,
thereby calculated and thereafter tabulated for easy interpretation and analysis. The
research findings were ; TPA currently has over 3000 staffs in its various ports and
lake ports , the diversity and size makes operation complex, TPA has inadequate
cargo handling equipment and materials to meet obtaining demand, TPA is
challenged with transportation of cargo which constitute clearing to transfer goods
to and from the customers, Loading and off loading procedure problems which affect
clearance speed, In adequate storage/ warehousing facilities for storage of the various
goods received. The study recommends re-structuring of the organization;
acquisition of contemporary loading/offloading technologies to improve handling
speed; and utilization of public private partnership to pool resources and co-opt
