dc.description The overall objective of this study was to examine the effectiveness of Procurement Laws in Managing Contracts: A case of TAN ROADS. Specifically the study aimed at determining the effectiveness of procurement laws in ensuring contract management in public procurement; to determine whether pre and post contract in public procurement influences contract management results and to determine whether there is the gap in public procurement laws on addressing the issue of contract management. Data collection methods were included. A structured questionnaire was administered to 32 respondents from TAN ROADS. Interviews were used to collect data from 13 respondents from TAN ROADS. A case study design was used. TAN ROADS being the key area of the study. Sampling techniques used were Purposive sampling. Result of this study revealed that; the majority of respondents were adequately educated. Majority of respondents were qualified for their related professions. Also respondents have an experience above 5 years; therefore the respondents were experienced enough in contract management. But about 50% of the respondents indicated that; control of quality during contract performance was least applicable (see table 4.9). More over there is the effectiveness of procurement laws in insuring contract management in Public Procurement. Also Pre and Post contract procurement influences contract management results in Public procurement. In additional to that were to determine whether there is the gap in Public procurement laws on addressing issue of contract management. Finally, the study recommends that; TAN ROADS should improve the process of the start-up activities, such as to accomplish the procurement processes properly in accordance with The Public Procurement Act No. 7 Cap 410 of 2011 read together with its Regulation GN. No. 446 of 2013 respectively. TANROADS should set each of its projects clearly on roles and responsibilities among various parties that should be set regarding time, cost and quality issues. Moreover, measures should be taken to enhance TANROADS capacity in identifying and managing risks.
