The study intended to assess theeffects of the procurement acts on public financial
management in Tanzania. Specifically, the study simed to examine the causes of the
delay in procurement activities, assess the effects of Public Procurement Act on
government expenditure and identify the challenges associated with the procurement
process
The study used probability sampling procedures. A non-probalistic sampling
technique was administered to determine the respondents that were involved in
filling the questionnaires. The sample size for this study was 80 respondents
including employees and officials. Data was analysed using the Statistical Package
for Social Sciences (SPSS) program, frequency distributions, bar graphs and
percentages were used in this study.
The study findings obtained from the field show that majority of the respondents said
that corruption was the maincauses of the delay in procurement activities, lack of
government importation policy, poor contract management and unethical practices
were mentioned by the respondents as the main causes of the delay in procurement
activities in the study area.
It was discovered that corruption has accelerated the problem of delays in
procurement activities in the public organization. Majority of the respondents
recommended that increase of cost which hinder achievement of value for money
procurement as an effect of Public Procurement Act on government expenditure and
Poor quality of service or good provided were the effects of Public Procurement Act
on government expenditure.
The study recommends that procurement entities should comply with the contractual
agreement with contractors/suppliers by honouring prompt payment upon completion
of contracts/projects. Also, Entities should identify sources of internally generated
funds to meet their financial obligations and to decentralize contract payment system
to reduce the time, cost and energy of chasing payment by contractors.
