dc.description The growth, integration and superiority of ICT are changing our society and economy. Recently, computers around the world are connected via Internet. Customers now can use the Internet through various devices to interact with service provider and perform and deliver service in business operations of learning Institutions. Although the adoption and use of ICT tools in providing services is widely studied in the developed world, only a small number of these studies focus on developing countries. This study was aimed at assessing the application of ICTs in ensuring value delivery in business operations of leaning Institutions. The objectives of the study were to establish the extent to which application of ICT ensure cost effectiveness in value delivery in business operations, and to determine the application of ICT on timely-efficiency in ensuring value of service delivery in business operations. The research design adopted in this study was descriptive survey. A sample size of 320 students (respondents) was targeted. A cross-sectional research design was employed whereby data were collected once from the sampled students. The study participants were randomly selected through a two-stage sampling procedures. The first stage involves a purposive selection of the College of Business Education, Dar es Salaam Campus. Questionnaire was the primary data collection instrument for this study. The instrument was pre-tested to establish the reliability and validity of the data collection instrument. This was done by providing the instruments to ten respondents in each category as pilot test. Data analysis was done by use of SPSS package for quantitative data. The finding of the study concluded that the investment in ICT at CBE has a significant negative influence on the service delivery
