Purpose
The purpose of this study is to examinethe implementation, factors affecting usage of IFMIS and the benefits of using IFMS with a specific focus in Local Government Authorities at Kinondoni Municipal Council. Specifically, the study investigatedthe extent to which IFMIS is implemented at the Kinondoni Municipal Council, factors affecting usage of IFMIS in Kinondoni Municipal Council, and benefits of implementing IFMIS in Kinondoni Municipal Council. Design/methodology/approach Data were collected through a questionnaire survey of 50 employees and interviews survey of 41 managers with a rate of return of 84 per cent. The results showed that only facilitating condition factor was significant at 0.018 supported by H4 in determining the use behavior. Challenges for using IFMIS system were related to weak IFMIS system policies, lack of knowledge and limited skills, information and communications technology (ICT) infrastructurebarrier, limited management and technical support, low understanding in using IFMIS system, and resistance to change. The study findings are useful to IFMIS system managers and the Municipal of Kinondoni Council to identify important factors and develop appropriate policies and strategies to encourage long-term usage of IFMIS systems for future studies and lifetime learning.
