Generally, this study had an objective of assessing extent of awareness on the procedures involved in public procurement contract management; to determine problems encountered; and, to examine effectiveness of the measures taken for performance improvement in public procurement contract management.
The research employed a descriptive research design. Data were collected mainly through questionnaire and interview methods. In this study, both simple random sampling technique and judgmental sampling procedures were involved in selecting a sample of 32 participants. Data were analyzed using descriptive statistics such as simple averages and percentages. Validity, reliability and ethical considerations were observed in this study.
The study findings revealed that, Procurement Management Unit (PMU) employees and management team have knowledge on procurement contract management and complies with public act and regulations. Also, this study revealed that, there are challenges encountered by Temeke Municipal Council in the implementation of public procurement contract management which can be generalized to other municipal councils in Tanzania. This study recommends for: Early identification of challenges; training to be provided frequently as needs arise; provision of enough resources in line with the plans and; adopting e-procurement. |
