dc.description The aim of this study was to evaluate the government measures in controlling procurement and supply of petroleum products in Tanzania. The objective of the study was to investigate performance of the Government's measures in controlling procurement and supply of petroleum products in Tanzania. The cross-sectional survey study was conducted whereby a simple random sampling technique was used and data were obtained through questionnaire and administered to 100 respondents. PMU staff, tender board members and petroleum distribution companies were the respondents in this study. The collected data were analyzed using both the qualitative and quantitative approach and analyzed using frequency tables, graphs and cross tabulation. The study results revealed that, more than 30 percent of the respondents acknowledge that Bulk Procurement System is effective in increasing efficiency and reducing costs associated with procurement and supply of petroleum in Tanzania. 90 percent of the respondents did not see any weaknesses in this system which was established by EWURA. Also, 80 percent of the respondents think controls executed in procurement and supply on petroleum product is effective. Therefore, the study concludes that, Procurement process under bulk system is still effective to both public and private entities in Tanzania. Furthermore, the study recommends that, regular training on how to keep records and ensuring staffs are aware with ICT in the use of E-procurement should be enforced with improvement in ethical issues, record keeping skills and ICT competence.
