The aim of this study was to evaluate the effectiveness of product specification and Value for Money achievement in Public Institutions, Temeke Municipal Council being my case study. Case study (Temeke Municipal Council) survey was conducted using a simple random sampling technique whereby data were obtained through questionnaires and administered to 73 respondents. PMU members, technical department and user department were the respondents in this study. The collected data were analysed using both the qualitative and quantitative approach and analysed using frequency tables. The questionnaire was based on the role, challenges and effectiveness of all participants. The results revealed that, on the issue of whether the lack of expertise at Temeke Municipal council have negative impact on achievement of Value for Money (VfM) in Public Procurement, 31.5 percent of the respondents said they strongly agree, 24.7percent of the respondents said they agree, while the remaining 43.8 percent said they neither agree or disagree. On the issue of whether the specifications of goods have been facilitating efficiency, economy and effectiveness in achievement of Value for Money in public procurement, 93.2 percent of the respondents said they strongly agree, while the remaining 6.8 percent said they disagree. Therefore, the study recommends that, there should be enough expertise at Temeke Municipal Council involved in product specification process. Also, the specifications of goods should facilitate efficiency, economy and effectiveness in achievement of Value for Money in public procurement. |
