This study dealt with the investigation on the role of ward secondary school heads in ensuring effective communication with the community surrounding in Nyamagana District of Mwanza. Specific objectives of the study were to identify the role of ward secondary school heads in ensuring effective communication to the community surroundings, to find out if there are problems of lack of effective communication, to find out the challenges that ward secondary school heads encounter due to lack of effective communication to the community surroundings and to find out the strategies to be adopted by ward secondary school heads to address problems for effective communication to the community surroundings. An overarching question of the study was how ward secondary school heads involve community in decision making about school development. A sample of 160 respondents was used in the study whereby questionnaire was used in data collection and Statistical Package for Social Science (SPSS) version 20 was used to analyze quantitative data. The findings reveal that there is a lack of effective communication between ward secondary school heads and the community surrounding that caused by ward secondary school heads due to their lack of accountability and transparency. The study recommended that, collaborations between heads and community is inevitable through heads as the catalyst between the organization and the community as his or her role by making sure that the community is involved effectively in school matters as how the local government Act of 2002 stipulated.
