The study examined the challenges faced in the application of (ICT) in teaching and
learning in secondary schools in Shinyanga municipality. It was guided by four
objectives: to explore the availability of ICT facilities in secondary schools, to assess the
use of ICT facilities in teaching and learning, to indentify the challenges facing the
integration and use of ICT facilities in teaching and learning, and to establish the
intervetion measures to overcome challenges facing the use of ICT facilities in teaching
and learning. The study employed an embedded research design whereas qualitative data
was used to supplement the quantitative data. From the population of 1086 people, 104
respondents were sampled by either purposive sampling, stratified sampling or simple
random sampling techniques. Data were gathered through observation, interview,
questionnaire and documentary review. Qualitative data were subjected to content
analysis while quantitative were analysed using SPSS version 20. The study discovered
that the ICT facilities were insufficient and the ICT facilities were poorly integrated and
used in teaching and learning process in secondary schools. Also, the study revealed the
challenges facing the use of ICT facilities in secondary schools as; lack of expert
teachers, lack of reliable power supply, lack of appropriate ICT software and negative
attitude and perception on ICTs among teachers and students. The respondents proposed
that provision of ICT training, Increase ICT infrastructures, funding for ICT, provision of
reliable power supply and provision appropriate ICT software were solution integration
and use of ICT challenges in teaching and learning. The study recommended the
development of effective circulars, strategies and programs that will suit the integration
of ICT into the education curriculums to enhance effective teaching and learning.
