dc.description The focus for this study was an assessment of Tanzanian education and training policy implementation on moral values inculcation to elementary schools in Serengeti District. The study employed cross sectional survey design together with quantitative and qualitative research approaches in gathering data. Sampling techniques included simple random and purposive sampling procedures. The sample for the study constituted 89 participants, 2 Education Officials, 2 District Quality Education Assurance Officers, 2TSD Officer, 1Right to Play coordinator, 1 Nyumba Salama coordinator, 9 WECs, 9 heads teachers, 18 elementary school teachers and 45class VII pupils. Results revealed that several approaches were employed in the inculcation of moral values to children in the implementation of Tanzanian education and training policy objectives. Some of them were the use of classroom subject teaching and learning approach; religious teachings and instruction periods approach; subject clubs learning approach; schools based rules and regulation approach; sports and games approach; teacher’s guidance and counseling approach. The inculcation of moral values in elementary schools children was challenged by among others poor parents/ guardians cooperation and support to schools; negative attitudes, cultural norms and tradition of the community. Generally, teaching and learning infrastructures at elementary schools should be improved, adhering to school rules and regulations as well as personalities of teachers by maintaining good model is something necessary. The study recommended that intervention measures to be taken by schools, and government for the improvement of moral values in elementary schools. Among them were to have ethical subject; religious teachings and instruction; ensuring availability of teaching and learning resources. Furthermore, strict and serious measures by laws should be taken to any wrong doer.
