This investigation focused on comparative study on the relationship between Public
Secondary Schools learning environment and students’ learning outcomes in
Nyamagana district. The study involved 101 respondents who are students, and
District educational officer, form six leavers’ and parents. Simple random sampling
was used to get the number of students and purposive sampling was used to get head
of schools, District Educational Officer, form six leavers’ and parents.
Questionnaires, documentary review and focused group discussion methods were
used to get data from the informants. Both qualitative and quantitative approaches
were used to analyze the collected data. This study sought to assess the relationship
between learning environment and students’ learning outcomes in public secondary
schools, to examine the extent learning environment act as causal agent for poor
achievement of students in public secondary schools, to investigate the impacts of
school climate, classroom and out of classroom climate, social background and
organization climate towards students achievements and academic excellence in
public secondary schools .The researcher found that most of public secondary
schools operating with no conducive learning environment hence students’ outcomes
are poor since there is no created environment for learning process. This study
recommended that government should ensure that it fulfills its duty such as
provision of enough teaching and learning materials, building teachers’ houses,
classrooms should be built matching the state standard, heads of school should be
appointed with care and trained as well as involving community to the school
operations.
