The main purpose of this study was to assess the effectiveness of the Teachers Service Commission in ensuring quality services to Public Secondary School Teachers in Ruangwa District. The study was guided by four specific objectives which are to determine the perceptions of Ruangwa District secondary school teachers toward the Teachers Service Commission, to evaluate the effectiveness of the Teachers’ Service Commission in ensuring provision of quality services to secondary school teachers, to identify the challenges facing TSC, and to find out strategies for an effective TSC in ensuring the provision of quality services to secondary school teachers. The study was guided by Transformation Leadership Theory founded by James Macgregor Burns in 1978. Qualitative data were obtained using interview and were analyzed using thematic analysis. Quantitative data were obtained through questionnaire and analyzed through descriptive statistics with the helper of Statistical Package for Social Science (SPSS) version 21 and presented in tables, graphs and charts. The study revealed that majority secondary school teachers have negative perception toward Teachers Service Commission performance because it has failed to execute its major responsibilities particularly promotion of teachers. It was further revealed that the Teachers Service Commission is ineffective due to the encountered challenges including lack of promotions and in-service training to teachers, lack of transparency, disagreements between TSC and teachers employers, controversies within TSC itself and insufficient budgetary support from the government. Based on these findings, it was recommended that Teachers Service Commission should ensure transparency in execution of its duties to guarantee trust of its clients and it should resolve disputes that arise within itself and between the stakeholders.
