The purpose of this study was to make an investigation on the effectiveness of community secondary school heads’ strategies for monitoring teachers’ class attendance and provision of homework. This mixed methods study on “Effectiveness of Community Secondary School Heads’ Strategies for Monitoring Teachers’ Class Attendance and Provision of Homework” was conducted in the Ilemela district of Mwanza from September 2012 to April 2013. The results from the questionnaires administered to 100 secondary school teachers and the semi structured interviews with a sample of 10 school heads revealed that the strategies used by the community secondary school heads were not very effective as they could not make teachers attend school and class appropriately. Furthermore, many schools felt that OPRAS was not an applicable way of monitoring teachers’ attendance. The researcher concludes that the heads of schools should combine their strategies with the provision of both pecuniary and non pecuniary incentives to teachers to raise teachers’ morale and increase job satisfaction. The community should also be involved in monitoring teachers’ school and class attendance. The researcher also recommends that schools should be provided with enough teaching and learning resources.
