This study aimed at investigating the human resource management (HRM) practices
of heads of community schools on effective delivery of secondary school curriculum
in Serengeti district. The specific objectives were to examine the utility of HRM
practices in urban and rural community schools for effective delivery secondary
school curriculum; assessing the performance of HRM practices of school heads in
Serengeti district and assessment on the best strategies for improving HRM practices
of school heads in favor of formative evaluation of the secondary school syllabus.
The mixed method approach and an ex post facto research design were used in this
study. Sample size included 251 participants. Data were obtained through
questionnaires, interviews and review of documents. SPSS program was used in
analysis whereby data are presented in frequencies, central tendency and chi-square
and content analysis. The research findings have revealed that HRM practices of
heads of schools link to effective delivery of secondary school curriculum. They
facilitate improvement of teaching strategies, rewards and give incentives to workers
as a motivation. The general conclusion of this study is that, HRM practices of heads
of schools is the notable mechanism for effective delivery of secondary school
curriculum. It is recommended that all heads of schools should attend courses on
HRM. The political and government leaders need to improve education system in
