This study explored secondary school teacher’s perception towards decentralization of secondary school management, a focus on effectiveness and efficiency of secondary school management. The study specifically examined the understanding of teachers about decentralization, views of teacher perception towards decentralization and transfer of power to the local levels and challenges facing secondary school management. The study was conducted at Sikonge district. The study employed a case study qualitative design. Four secondary schools were selected; these are community secondary schools. Data were collected through unstructured interviews, written documents such as books, dissertations and reports and journals. The findings show that teachers are aware of decentralization in general but they have doubt about some details. The finding also reveals that secondary schools teachers have recognized and appreciated decentralization has provided many benefits to education development. In generally about eighty percent (80%) of them agreed that decentralization has brought benefits in secondary school management. Additionally, it was early to identify clearly the challenges facing decentralization on secondary school management. However decentralization is faced with low funds and poor co operations among communities. The study recommends among other things; the need for creating awareness and consciousness for all members, particular teachers, parents, and communities about decentralization. This is because usually any change in the system is assisted by people. Also decentralization has been effective and beneficial to all in monitoring and implementation. This is done by making clear the responsibilities and accountable to all members. The study recommends other studies to be done focusing on the extent to which decentralization has aimed to improve secondary school management |
