The purpose of this research was to examine the importance of educational planning in
improving leadership and decision making in both primary and secondary schools in
Suguti Ward. The study was guided by three specific objectives. The first objective aimed
to find out the current Situation of teaching –learning facilities as determinants of
planning, leadership and decision making in both primary and secondary schools. The
second objective aimed to assess the importance of educational planning in improving
leadership and decision making in both primary and secondary schools. The third objective
aimed at providing suggestions on the major issues that are supposed to be addressed by
educational planning in improving leadership and decision making in both primary and
secondary schools.
The study employed quantitative approach and descriptive survey design. A total
population of 4462 was involved out of which males are 2424 and females are 2038. A
sample size of 100 obtained under sampling procedures was employed in gathering data.
Questionnaire and Structured interview methods were used in collecting data. The study
found out that, teaching and learning facilities are not enough in primary and secondary
schools in Suguti Ward, hence education plans for improved leadership and decision
making need to be in place. Furthermore it was revealed that, the major issues which are
supposed to be addressed by education planning are, the curriculum, the environment and
school facilities as well as the school community relationship. Therefore, education
planning is important in improving leadership and decision making in both primary and
secondary schools as revealed in this study
