The study explored on the financial resource management challenges faced by school heads
in public secondary school in Kwimba district Mwanza Tanzania. Specifically, the study
sought to identify the role of school heads in managing financial resources, their
preparedness, the challenges faced by school heads in managing financial resources and to
suggest possible strategies for effective management of financial resources. The Budget
Theory was applied to shape the study to the problem faced school heads and the data were
collected. The study employed mixed method approach through convergent parallel design
and applied questionnaires and interview guide in data collection from 104 respondents in
Kwimba District in Mwanza. The main findings specified that, financial management
challenges include lack of training, lack of accountants or bursars, poor budgeting and poor
and irregular auditing. Thus, employing school accountants, training school heads,
involvement of teachers, proper budgeting, regular provision of seminars, and transparency
in financial expenditure and regular auditing may enhance to effective financial
management in public secondary schools. Therefore, the study recommends that the
government should employ internal auditors at the level of pubic secondary schools to
secure public funds, qualified school accountants, trained school heads, school heads
observation to proper budget planning and transparency in financial expenditure may
greatly promote to financial management. School heads should also observe the inclusion
of teachers in financial decision matters in schools for common decision making because
are the core in the schools, these intended to improve and contribute to effectiveness and
appropriate in managing public funds and be applied only for the benefit of the schools in
Kwimba district and Tanzania at large. |
