The study assessed the implementation of fee-free basic education policy and the provision of quality education in public secondary schools in Bumbuli District. Specifically the study based on four objectives namely; Challenges of implementing fee-free basic education and the provision of quality education in public secondary schools, adequacy of funds for implementing fee-free basic education policy and the provision of quality education in public secondary schools, adequacy of physical and material resources for the implementation of fee-free basic education policy and the provision of quality education, and possible measures to improve fee-free basic education and quality education provision in public secondary schools. The study employed mixed research approach, Descriptive research design and phenomenology design for data collection process. Nine public secondary schools were sampled involving 101 participants. The study used simple random, stratified and purposive sampling to select respondents, and questionnaire, interview guide and document analysis as the tools for data collection. The study discovered that the implementation of fee-free basic education policy and the provision of quality education in public secondary schools faces a variety of challenges including shortage of infrastructure, shortage of resources, shortage of science teachers, insufficient funds, poor quality of students joining secondary schools and negative attitudes among parents and community members towards fee-free basic education policy. The study recommends that school infrastructure and other resources should be adequately provided, and secondary schools leaders should establish income generating projects to increase sources of funds and in-service training should be provided to teachers who are employed for a long time to boost their teaching ability.
