This study sought to find out- factors attracting public secondary school teachers in Mwanza city
to pursue further education in the Open University of Tanzania. The study also examined the
kind of challenges which teachers face and suggested the way forward. A mixed research
approach which adopted an exploratory sequential design was utilized. Purposive sampling
technique was used in the selection of a sample size from a population of 110 public secondary
school student teachers. The sample size used in this study was 86 student teachers calculated by
using a Yamane formula. The total number of 76 question papers of closed ended questionnaires
was distributed to the respondents. The returned question papers were 59 which is equivalent to
78 percent and 17 of them equivalent to 22 percent were not. The study adopted semi-structured
interview with 10 participants. Data were analysed by using narrative analysis and SPSS version
20. The findings of this study were: Teachers from public secondary schools in Mwanza city
were attracted to further their education through the OUT by the following factors: Flexibility of
learning; cost effectiveness; and closeness to the family. The challenges revealed were:
Limitation of time; financial constraints; and poor support from their employers. The proposed
solutions to the challenges included: Formulation of the Open and Distance Learning policy
along with its effective implementation, and follow up of the government circular of 2003 by the
relevant authorities. The study recommends that formulation of the Open and Distance Learning
policy and effective implementation of the government circular of 2003 will help to support
favorable learning environments to the teachers studying in the OUT. The study concludes that
favorable learning environments can be created through the formulation of the Open and
Distance Learning Policy and effective implementation of the government circular of 2003.
