dc.description This study examined the relationship between educational leadership and quality assurance in two higher learning institutions in Tanzania. The scope of the study was on two Higher Learning Institutions in Tanzania. The institutions were the University of Dar es Salaam (UDSM) and St. Augustine University of Tanzania (SAUT). The institutions were purposively obtained basing the fact that UDSM is the first University in Tanzania and SAUT is the institutions where the researcher studies. The study had 399 respondents, whereby; 374 students and 20 lecturers from both Universities were randomly selected. 2 DVCAA, 2 Directors from Quality Assurance Units and 2 Deans of Education Faculty in both of the Universities were purposively selected. Furthermore, the Director of Higher Institution in the Ministry of Education and Vocational Training (MOEVT) was purposively selected. The study adopted comparative research design with mixed research approach. Data were collected by using questionnaires, interview and through library observation. The study found out that educational leaders have a great influence on quality assurance development in their institutions despite the plan of the government on educational quantitative expansion than qualitative. The existence of an effective leader is the existence of quality education because a good leader makes strategic plans towards quality development in collaboration with the coworkers. The quality assurance in teaching and learning therefore, should not be concentrated in the higher learning level only but it should be influenced from the grassroots of education that is from the primary level.
