The main purpose of this study was to examine the impact of the policy of free public
secondary education on quality of education in Sikonge District. The study was guided by
social change theory and adopted a descriptive survey design with a sample size of 378
respondents. Sampling procedures used were purposive and random sampling techniques.
Data were collected using questionnaire, interview and documentary analysis. A pilot study
was conducted before the actual study in order to examine the reliability and validity of the
research questionnaire. The study used both quantitative and qualitative approaches in the
analysis of data. Quantitative data were analyzed using descriptive statistics aided by
Statistical Package for Social Sciences (SPSS) version 20. Qualitative data were analyzed
thematically. The study found that the District encountered a massive enrolment rate in
public secondary schools since the introduction of the policy of free public secondary
education. As a result, schools were experiencing inadequacy of important teaching and
learning materials, schools physical facilities and teachers particularly for mathematics and
science subjects. The study concluded that students expectations to acquire quality
secondary education is hampered by high students enrolment rate resulted to shortage of
teaching and learning materials, scarcity of physical facilities and inadequacy of teachers.
The study recommends that the government through the Ministry of education should devise
clear policy guidelines to make sure that the enrolment of students is based on the available
school facilities, equipping schools with enough physical facilities and employing qualified
teachers particularly for science subjects and mathematics for effective implementation of
the policy. |
