This study was conducted in Bariadi district (Rural) which is in Simiyu Region, Tanzania. The main purpose of the study was to examine the sufficieny of government financing upon Tanzanian public primary schools’ ability to meet their operational costs in Bariadi District. The specific objectives of the study were: To examine how the Tanzanian Government finances public primary schools in Bariadi District; To identify what alternative sources of financing public primary schools available in Bariadi district; To identify at what percentages of the schools’ operational costs being covered by government financing; To establish whether Bariadi public primary schools have sufficient funds to meet their operational costs. The researcher used three theories, where two of them were propounded by Schultz in 1961 as cited by (Zajda 2005, P. 245). Education as the missing variable in the explanation, The human capita theory, and that of Cubberley (1990, P. 89) The theory of equality before education. All those were to inform and guide the conceptualization, data collection and analysis processes. A Quantitative research approach was used as that was considered relevant to study the problem and capable of enriching the information to be collected. Data collection tools involved questionnaires, direct observations, as well as documentary reviews. A total of 89 out of 90 respondents, and 4 out of 4 key informants were requested to provide information for this study, all of them making a total of 93 out of 94 respondents. Findings from the study were processed and analyzed using quantitative data analysis methods which included; filling in the forms and being analyzed and presented statistically through tables, charts, and were put in percentages where seemed to be necessary. The most important device applied was ix the computer through “The Statistical Package for Social Sciences; SPSS 16th Version” programme. It helped much on coding, data error cleaning, analysis, and data output organization. The findings were presented using tables, graphs and texts to make easier understanding of the report. Findings from the study indicated that there was severe shortage of the public primary schools’ operational costs. The major rationales for those shortages include; inadequate funding from the government, untimely channeling of funds from the government to the respective local authorities (Districts), and to the specific schools as well, poor participation of both community and education shareholders to supplement the schools’ operational costs, just a few to mention. The suggested solutions to the problem which includes; provision of adequate funding from both the government and education shareholders as well and proper use of such funds, mobilization and sensitization of the community and other stakeholders in education sector to participate effectively in the contribution to cater for the public primary schools’ operational costs. The researcher recommends that further studies should be conducted to explore more on the ways of how the government to should improve her support so as to cater for the schools’ operational costs. Having done that, future enrichment of our generation could perhaps be realized.
