Data collected by using survey and interview as a methods whereby questionnaire, interview schedule and documentary review used as the tools for data collection. The data were analyzed by using qualitative and quantitative techniques with the help of Statistical Package for Social Scientists (SPSS Version 16) basing on research objectives. The findings of this study unveil that, centralized system of recruitment is said to have positive and negative impact. Positive impact includes solving the problem of inequality and corruption associated with political patronage. The process is also blamed for being slow, unresponsive, bureaucratic and passive as a result of being centralized. Additionally, centralized structures have been criticized for inherently being incapable of satisfying local needs since it is difficult for the central government officials to perceive local needs. The study recommends that, the central government should allow the local government authorities country wise to be capable of employing its staffs so as to satisfy the local needs. Also recruitment process must be done at the local level to meet the local government needs.
