The Public sector is contributing much in the economic growth of any country thus it
needs to be handled with care and improved at large. There is a problem of performance
in these public sectors especially in developing countries. Such problems are of two
sides such as basing on economic situation of the Public sectors, employees and
employers problems as a result that all parties have to collectively cooperate to
overcome the problems within their work places so that to improve performance and
reduce unimportant grievances that lead to strikes or cold strikes of absenteeism with
low performances. This study was designed to determine the causes and solution of
disputes in public sector in Tanzania and the case study was Tabora Urban Water
Supply and Sanitation Authority (TUWASA). Specifically, the study aimed at
identifying the core problems that lead to disputes in public sectors like TUWASA,
finding out the causes of disputes in public sectors like TUWASA and finding out
possible ways/strategies that can help to avoid/minimize disputes in public sectors. To
achieve these objectives, the researcher‟s own developed conceptual framework was
used. Methods used in a study were both qualitative and quantitative approaches. The
two approaches facilitated the collection and analysis of data and the results were
presented in terms of thematic descriptions and statistics were presented using both
tables and graphs. The study was situated in a single district namely Tabora and one
public office was involved.
The findings of this study show that there are five core problems that challenge public
sector offices such as: managerial problems, accumulation of unpaid workers‟ rights,
interference of politics in day to day decision making, and lack of funds.
Lastly, Managers should make sure that all workers‟ grievances are cleared out before
they develop into a big dispute. |
