dc.description This research aimed at examining the problems influencing organizational core values as the available solution for organization failure to attain its set objectives. The researcher was concerned with the growing rate of sick public sectors, which are perceived to have affected community development. The study taking DAWASCO as a case study, begun with the proposition that there were direct link between organizational core values and better performance of public sectors, in provision of effective and reliable social services. The study area was Ilala District, in Dar es salaam and data regarding problems facing management in influencing organizational core values was collected from the sample of 60 people. Data collection methods like documentary review, face to face interviews, focus group discussion and questionnaires were used in this study. SPSS Software was employed in data analysis process. At the end of the study, root causes and impacts of problems influencing organizational core values came to the picture and possible remedies or turn around programs were established to embark the situation for the prosperous of public sectors. It is recommended that organizational core values should now be recognized as a cornerstone of success to any public sector organization. From the findings it can be concluded that DAWASCO staffs and customers did not know if organization core values had great impact to the performance of the organization as well as good provision of reliable water services.
