Dissertation (MA Public Administration)Recruitment and selection of employees involves the process of verifying academic certificates. Currently in public sector organizations the process of verifying certificates for recruitment is done manually and allows fake or unverified certificates to pass on to other stages of recruitment and hence leads to employment of workers with fake certificates. The primary aim of this study was to investigate the strategies to control fake certificates in public sector recruitment in Tanzania by using Dodoma Municipality as a case study. The sample size of 80 employees including top, middle and lower level employees were used as respondents in this study. The study employed a case study design which used both qualitative and quantitative approach. Methodology used was survey and interview whereby questionnaire, interview schedule and documentary review were used as tools for data collection which were analyzed with the help of SPSS version 20.0 Theories employed in this study were the human capital theory and bureaucratic theory which guided the researcher to investigate and propose new ways to control fake certificates. The results of the study revealed that Laws, Rules and Regulations do not help to control fake certificates in public sector recruitment. Manual verification of certificates has not been successful in detecting fake certificates. Verification of certificates for employment is done without the use of technology leaving a loophole for fake certificates to be used to secure employment. The study thus recommends that there should be adoption of electronic recruitment procedures in all public sector organizations during recruitment of new employees which will be a panacea for the use of fake certificates in employment.
