dc.description The study analyzed community participation toward public offices performance in Moshi rural district in Tanzania. The study was guided by three specific objectives which are; to assess the role of community participation in redress of public complains, to assess the challenges faced the community participation in redressing public complains and the last objective was to examine measures taken to public complains. In this study the theories pertaining to community participation was established to make known to the reader with approaches in the field of Community participation. A sample size of 90 respondents was selected purposively and randomly from Moshi rural District. The study employed social survey, observation and personal interview methods of data collection whereby questionnaires, interviews guide and documentary review employed as tools for data collection. Data analyzed in both qualitative and quantitative methods with the support of computer software statistical package for social science (SPSS) as used for management of data and analysis. The study reveals that there was pathetic community participation towards public offices in the country which leads to a lot of community complain; Lack of community participation, education and fear toward public offices lead to poor community performance in the country. The source of the problem was lack of education to the community members, negligence from public officers and they looked the community in the eye of passive participant in public office performance. All these made the community to take no actions to the administrative matters hence community complains towards public offices all over the country. Hence, the study recommends that the community should be involved in public office performance, create awareness to the people by educating them to ensure that there is reduction of complains from the community towards public offices. Effective feedback should be prearranged to the community on various issues brought to the public offices, suggestion boxes can be put hence anyone with anything regarding to public office performance can put his or her thought for the purpose of public offices performance improvements and there should have consultation hours in public offices so that the community members can be able to come and converse about public offices performance.
