dc.description The purpose of this study was to examine the effectiveness of Human Resource Management in the Public sector in local government authority, settings conducted at Rungwe District. The specific objectives for the study were: to identify factors influencing Human Resource performance in Local Government in Rungwe District, to suggest measures to be taken for effectiveness of Human Resource Management in Rungwe Local Government Authority and to identify factors affecting effectiveness of Human Resource Management in Local Government in Rungwe District.. A sample was drawn from Rungwe district in which 5 officers were purposively selected and 65 official workers selected randomly which make 70 respondents. Data was collected by administering questionnaires to District Executive Director (DED), heads of department, and official workers. The data was analysed using Statistical Package for Social Sciences (SPSS). Descriptive statistics were used to analyse data obtained. The results of data analysis are presented using tables and graphs. The findings of the study revealed that incentive compensation, salary equality, rewards and promotion are factors that contributing to the effective performance in the human resources management. Also team work and ability to change according to new environment leads to effective performance in human resources management. Findings helped the researcher to come up with recommendations for stakeholder‟s perception on influencing effectiveness of human resource management in local governments whereby government concerning processes should ensure effectiveness of HRM in the public sector in all activities, governments endeavor to maximize the use of resources, the cost minimizing objective underlying competitive requirements is frequently offset to a greater or less degree to meet the organization objectives.
