This study intended to examine the factors influencing the implementation of the Open Performance Review and Appraisal System in Public Institutions in Tanzania. Specifically, the study aimed to examine the influence of superior, subordinate individual factors and appraisal process factors on the implementation of the Open Performance Review Appraisal System in terms of relevance and timeliness of training. The study employed a case study research design, and data was collected from non-academic staff who attended the training. The study involved 98 participants who responded to the questionnaire and 10 key informants interviewed. The study used a mixed approach, i.e., qualitative data were analyzed using thematic analysis, while quantitative data were subjected to Descriptive Statistics and Binary Logistic model. It was found that supervisor’s knowledge of appraisee’s job, supervisor’s position to observe the performance of appraisee, subordinate’s educational qualification, subordinate work experience, employee involvement in setting objectives, and performance feedback have a significant influence on the implementation of Open Performance Review and Appraisal System in terms of relevance and timeliness of the training. The study concludes that superior individual factors in terms of supervisor knowledge on appraisee’s job and position to observe appraisee performance influence the implementation of Open Performance Review and Appraisal System. The study concluded further that subordinate individual factors in terms of work experience and educational qualification influence the implementation of the Open Performance Review Appraisal System in terms of the training. Furthermore, the study concludes that employee involvement in setting objectives and performance feedback influence the implementation of the Open Performance Review Appraisal System in terms of training. The study recommends that policy makers, management, and superiors to redirect attention addressing problems associated with implementing the Open Performance Review Appraisal System to include superior, subordinate, and appraisal process factors.
