The main objective of the study was to investigate how decentralization has influenced secondary schools teachers’ management. The study was guided by four specific objectives to which decentralization has affected secondary school teachers management in Moshi District council; to examine to what extent Moshi District Council officers affected teachers’ management under decentralization appropriately, to investigate how the administrators and other workers in Moshi District council attend the secondary teachers’ management problems, and to determine the effectiveness of the teacher management to the teachers employed in Moshi District Council under decentralization. SPSS and Microsoft excel computer programs were used in data analysis and presentation. A total of 92 respondents were involved in the study. The methods used in data collection were interview, questionnaires and documentary review. The findings of the study revealed that decentralization has not the desired effects in the district in terms of teacher management as there are many things such as hiring, salaries and promotion of workers which are still under the control of the central government. The study, therefore, recommends that the central government should exercise full decentralization within the local government so that the teachers and other members of the community are able to enjoy the fruits of decentralization.
