dc.description This research aimed at analyzing contribution of Secondary Education Development Program (SEDP) on the quality community secondary education through teaching and learning environment in Dodoma wards secondary schools of Dodoma municipality. The specific objectives of the study were to determine the sources of funds for the schools to purchase facilities. The study used a cross sectional design with a case study that aimed at getting in depth data and study the SEDP once irrespectively. This study used a random sample of 43 respondents who were the heads of schools. Data on SEDP were collected by survey method through the use of structured questionnaire. In addition, checklist was used to collect secondary data related to SEDP through documentary review. The analysis of data was done through the use of SPSS-15. It was found out that the ward secondary schools have been receiving funds from central government, community support and donors. The schools have enough classrooms and chairs for students. However there are serious shortage of teacher houses, laboratories and books of which hamper the attainment of quality education. It is concluded that sustainable development cannot be brought by education sectors only but it needs holistic combination of efforts and sector. Also, quality education is not a mere thing and thus cannot be achieved overnight. The study recommended that the government ensure that CG are timely disbursed and thus facilitate the desire of having quality education. The community should identify the initiative of such areas to be included in the school board and hence create a forum for community based contributions. This shall ensure that education initiatives such as SEDP are sustainable.
