The study involved 40 education administrators who were purposeful selected; these were the District Secondary Education Officers, Academic Secondary Education Officers, School Inspectorates, Heads of Schools and Ward Education Officers. Data were collected by using questionnaires and interviews from the selected administrators. The results have shown that, administrators contributed a lot in promoting workers service delivery, in public secondary schools although they faced various challenges to reach their intended goals. On top of that, the study suggests that, for the administrators to reach their intended objectives, the Government should improve teaching environment, provide sufficient teaching and learning facilities, improve workers salaries and they should look on how to motivate service delivery. Therefore, from this combination the expectation is a quality service delivery and students‟ performance should be improved.
