| dc.description | The general objective of this study was to assess the implementation of Annul procurement plan in VETA–DSMRVTSC. Specific Objectives of the study: to identify challenges occurs on procurement plan at VETA-DSMRVTSC, to show if there is an implementation of proper procurement plan in accordance to PPA 2011 and its regulations, and to determine appropriate strategies that VETA DSMRVTSC should adopt when developing annual procurement plans. Data collection methods depend on how best they can serve the purpose of the researcher. Researcher used the most common and prefer method that were observation, interviews, literature review and focus group discussion, also researcher used the following tools for data collection which was involve: interview question, observation schedule, documentary review and focus group questions. Finding show that there are many constraints that hindering effectiveness of procurement plan in the organization, Respondents mention the following constraints that affecting implementation of procurement plan, shortage of fund, Lack of transparency, Shortage of skilled personnel, lack of coordination between PMU and user department, lack of training and modern technology (E- procurement) are the major factor affecting procurement plan in most Public Procurement units. strategies that were mentioned by respondents to overcome challenges hindering implementation of procurement plan are, top management support, organization should employ skilled and competent personnel, progress of training to both procurement officer and user department, user department collect their order on time | |
