Effectiveness of training and development programs in the public organizations in Tanzania: a case of Dodoma municipal council

dc.descriptionThis study seeks to analyze the effectiveness of training and development programs on employee performance, particularly in the public sector in Tanzania. The research was conducted at Dodoma Municipal Council (DMC) in Dodoma Tanzania. The study specifically aimed to identify factors affecting implementation of a training program, to find out how trainees perceived the implementation of a training program in the study area, to document how training plan process is carried out at the Municipal Council and to suggest strategies to be employed by DMC in the implementation of training programs. A cross sectional research design was adopted; the sample size of 230 respondents was obtained through both purposive and non-purposive sampling techniques. The study used both quantitative and qualitative methods for data analysis. Statistical Package of Social Sciences (SPSS) and Excel were used to analyze data. Data revealed that 62.5% reported that one of the major factors hindered the implementation of the programs were inadequate budget from the internal source. Others 20.5% reported on the lack of clear organization policy, 37.9% supported the way trainees were selected to participate in training while 62.1% were not satisfied. Data revealed that, 40% reported on the encouragements for employees to opt for long distance training, 26.7% appealed that more budgets for training and development program was important and 20% said donor funds to facilitate training and development programs. It can therefore be concluded generally that, in order to implement well a training and development program then there should be a provision of financial assistance from donors. The Management should stress training and development of employees as an investment.
