This study objective was to determine factors influencing inadequate implementation of staff training in public organization and analyze the possible ways of improving of implementation of staff training in public organization. In light of this I undertook a case of Tanzania Fisheries Research Institute (TAFIRI) Dar es Salaam. Both primary and secondary data were used. Primary data was employed to collect information from staff in Dar es Salaam. From this a total of 40 respondents comprising 35 and 5 staff members from TAFIRI Dar es salaam were interviewed. Secondary data was obtained through reviewing relevant government reports and publications. Collected data were analyzed through quantitative and qualitative methods. Findings reveal existence of factors influencing implementation of staff training at TAFIRI. These factors are inadequate fund, Lack of clear training program, Lack of training need assessment, over aged staff, Lack of Management commitment and family responsibilities among others. Based on these findings, it is recommended that more funding is required to support training of staff and need to encourage employees to undergo further training. It is envisaged that training of staff may increase skills and performance in the organization.
