The study was conducted to assess successfully of rehabilitation in prisons to convicted criminal prisoners. The general objective was to find out factors affecting success of rehabilitation process to CCPs in the prisons. Specific objectives was: to determine re-offending (recidivism) rate of offenders from 2003 up to 2013 in Tanzania prisons due to inadequate rehabilitation. To assess the extend measures taken by prisons management with regard to rehabilitation of CCPs. To identify problem faced prison management on course of effecting rehabilitation to CCPs. The sample consisted of:-the male convicted offender with long sentence, male CCPs with short sentence, female CCPs with long sentence, female CCPs with short sentence, layers, police staff, and community service officer.Data collection method used was primary and secondary. Data collection instrument used were questionnaire, interview questions, documentary schedules and observation schedules. Analysis of data was done based on research objective. It was found that there were re-offending CCPs each year for both male and female for the period of 10 yrs, That means from 2003 to 2013 that was according to objective one, also there were inadequate rehabilitation due to many problem faced the department. Further problem faced prisons management in course of effecting rehabilitation to CCPs were inadequate rehabilitation skills to staff, outdated curriculum, budgetary constraints, prison staff the lack the skills of how to implement rehabilitation program, lack of education and vocational skills, lack of legal and police framework that must guide the operation of prisons ,just I mention few. It was recommended that, measures have been developed to monitor the degree of success in program implementation. These include measures for both treatment adherence and program compliance and staff competence is very important.
