The research investigated the performance of Kinondoni municipal Council. Accountability and transparent at wards level with specific reference to Education and Health sector in this regards the Kinondoni municipal council was a key center. Respondent (40) participated in the study were purposively and randomly selected. The specific objectives of the study were to:-To determine employee perception on the practice of accountability and transparency at wards level in service delivery (Education and Health).To determine techniques used by the KMC management to ensure account ability and transparency at wards level. To identify challenges those faced by KMC management to ensure accountability transparency. To assess the extent challenges in the practice of accountability and transparency at wards level have been managed.
Theoretical and empirical literature was reviewed and the gap identified at proposal stage was bridged after data analysis. The conceptual framework was harmonized by the methodologies employed during the study where by the research design and approach used were case study as well as qualitative and quantitative approaches. Interview, observation and documentary analysis were research methods used to collect data. Interview questions, observations and documentary review guides were instruments used during data collection. Collected data the presented, analyzed based on research objectives.
Generally, findings revealed that employee and stakeholder had knowledge and information on Accountability and transparency.
Recommendation put forward include. The government has to provide extensive education on good governance to employee, stakeholder as well as the management so as to create awareness towards the practices of accountability and transparency at wards level in service delivery specifically in Health and Education.
