The primary objective of this study was to investigate the HRP in the improvement of service delivery at Kibaha Town Council. It covers so respondents at Kibaha Town council. Specifically the study aimed at assessing the preparation and implementation of Human Resources planning as the key indicator in improving service delivery in KTC.
The target population was HR officers, and department’s staff. The study used documentary review interview and questionnaires administration. Both purposive and random sampling techniques were used to select respondents.
The findings revealed that most of the employees were aware of the preparation and implementation of HRP. Lack of funds from central government and own source was insufficient and hence implementation was difficult.
Moreover, the finding from the study shows that Kibaha Town Council should use funds from their own source to support the implementation of HRP instead of depending on grant from central government. Also organization strategies should integrate with HRP due to the whole process of man power allocation, motivation and development.
