Labour turnover has been a problem facing education sector in Tanzania for many years particulary in government secondary schools, a thing which has made some questions to be rised, whether there are strategies to combat it or not, and if there are, are they effective enough to combat the problem or are they well implemented by the stakeholders so that they can help to reduce the problem?.This study was seeking to investigate labour (teacher) turnover in government secondary schools in Kibaha Town Council where specifically it aimed at determining the perception of teachers on the nature of teaching job, determining the strategies which are in place to combat labour turnover, identifying the management styles which are employed by the government to combat labour turnover, as well as determining the extent the government has managed to combat labour turnover. The study involved data collection methods including interview, and questionnaire and data were analysed qualitatively. Study results showed that, labour turnover in government secondary schools were caused by teachers being demotivated by poor working conditions, lack of recognition, lack of training and career development, low wages, poor management and supervision, low involvement in decision making process, lack of motivation and promotion opportunities. Strategies like recognition promotion and training, good working condition, treating people fairly and increasing employee (teacher) involvement are suggested to increase job satisfaction and motivation to teachers hence increase retention. Also improvement in teacher student ratio, and career development were seen as the measures that had been taken by the government in trying to reduce labour turnover.
In order to reduce labour (teacher) turnover, and increase retention, the study recommends that, educators should practice ethical behaviours in all of their responsibility, due to the fact that ethical issues in organization reduce staff turnover. The education stakeholders have to implement it so that it can increase retention. The study recommends that government commitment concerning the effective implementation of various strategies and motivation to teachers is very important to ensure teachers are fairly treated hence increase retention.
