dc.description This study was about assessment of the effectiveness of employees’ promotion procedures to public employees in Igunga Local Government Authority. Specifically it investigated timely promotion, timely payment and challenges affecting promotion process. The population of this study involved employees working in Igunga Local Government Authority in thirteen departments. Nine heads of departments, one TSC secretary, one human resource officer and twenty three employees from different departments making a total of thirty four sample size represented the whole population in the study. The study used qualitative approach and case study design and Igunga Local Government Authority was used as a case. Both primary and secondary data were collected through the use of interview and documentary review as data collection tools respectively. The collected information was analyzed qualitatively basing on logical arguments, contents of information during the in-depth interview. And the analyzed data were presented by the use of words. The major findings of this study were as follows: it was found that many employees at Igunga Local Government Authority are not promoted on time, and paid late the increased salary after promotion. Also it was found that the major challenges toward late promotion and payment were ceiling of budget from the central Government affected promotion process. It also revealed that human resource department was not performing their duties effectively in promotion process. The other challenge found in the study was problems related to the systems (LAWSON) and network connection, poor communication between human resource department and heads of department. These findings imply that due to late promotion potential employees are not promoted and paid timely hence lack motivation, commitment toward performing their duties. Also the findings imply that existence of late promotion and late payment to some employees brings about disunity and classes to an organization and lowers organization productivity. Also the findings imply that the Government does not values employees as it has failed to prioritize the promotion of public servants by allocating enough budgets for promoting employees in the public sector and make it meaningful. Though the study was limited to effectiveness of promotion procedures in public sector it might have contribution to the Government that employees should be promoted timely and paid timely to motivate them. Also managers in all levels may come up with new strategies of promoting employees and pay them timely due to the knowledge from this study. The Government therefore has to plan ways forward to solve the problem of late promotion and payment to motivate employees and bring equality among employees at Igunga Local Government Authority.
