This study is designed to assess the factors that affect training system in public organization. The study was conducted at Dawasco, which is an abbreviation for Dar es Salaam Water and Sewerage Corporation, operated in both Dar es Salaam and Coast Regions. With the overall objective above, this study had three specific objectives which were to examine factors used to determine training needs, to identify factors that cause training to be effective and to find factors that hinder effective training system at Dawasco.
Purposive and random sampling techniques were used to collect data. Purposive sampling was used so as to collect data from managerial levels including chief executive officer and chief of departments. Random sampling was used to have data from branch managers and other staffs. Out of 902 staffs, a total sample of 150 staffs was selected. The data collected was analyzed using Statistical Package for Social Sciences (SPSS) so as to obtain frequencies and percentages.
The findings indicated that organization factor has a greater contribution towards effective training than workforce factors. Lacks of collaboration, poor managements, as well as low level of education among employees are the factor that makes training ineffective to a great extent. However, it was observed that limited resources and Lack of involvement of subordinates have low effect in training system.
For successful Training System it was recommended that financial and moral support from management should be given to workers, employees should learn to accept and change whenever they get unsatisfactory feedback performance and proper education about education system. Moreover, management decisions such as promotions, transfers, demotions and exits should be objective through the use of the performance contracts reports.
However, this research didn’t cover other functions such as employees’ development, promotion of organization efficiency, improvement of employees and organizations’ performance and thereby need further research.
