The main objective of this study was to evaluate the effectiveness of monitoring procurement contracts in public organizations whereby Tanzania Electric Supply Company (TANESCO) has been taken as a case study.
Ineffective contract monitoring is a common phenomenon in many Procuring Entities and Tanzania at large and this has always resulted into, among others, excessive backlog in contract closeout, obtainment of poor end results or outputs, contracts execution take more numbers of days than usual, costs overruns due to extensions, amendments and unnecessary delays. The study therefore aimed at identifying the nature of contract monitoring at TANESCO, assessing the contribution of Procurement Management Unit (PMU) towards the effectiveness of contract monitoring, assessing the bottlenecks that hinder effectiveness of contract monitoring and suggested better approach on contract monitoring.
The research was conducted based on quantitative and qualitative method, the methodologies such as observation, interview and questionnaire were used to capture the information that supported the study. A sample size of 60 people was drawn from a population of 500 people (staffs) of TANESCO Head Office and Kinondoni Regional office and some contractors, service providers and suppliers/vendors. The selection of sample was based on one’s possession of special skills and contribution towards contract monitoring activities in the organization. Analysis tools such as Statistical software, Microsoft word, Microsoft excel were also used to data analysis and presentation.
The Chapter one of this study provides detailed information related to the introduction of the study. It covers such variables as background of the study, research problem and research question. Other aspects included research objectives, scope of the study as well as significance of the study.
The Chapter two of this study narrates the theoretical basis of the study, empirical studies, conceptual framework and the summary of the theoretical studies and empirical studies. This chapter provides the fundamental guidelines for the study which may guide any to effective monitoring of Procurement Contract at place.
The Chapter three of this study describes research design, research plan, research procedures and approach. It also explains type of data and information required, data collection methods, sampling procedures, data management and data analysis.
At Chapter four of this study the researcher mainly provides the analysis and presentation of research findings at TANESCO- Head office, Kinondoni Regional Branch and some service providers, contractors, suppliers based on the research problem as it is indicated in chapter one.
At Chapter five of this study, this chapter presents researchers argument basing on the analysis of data relating them to the research questionnaires/objectives and proving the existence of the problems, for that reason this summary has been extracted from distributed questionnaires and the various interviews conducted to different staffs.
Chapter six of this study, this chapter is about the summary of the whole study, conclusion and recommendation from the researcher to the organization on what to be done to improve situation as revealed in the study.
Finally, from the findings the researcher concluded with respect to the research objectives. However effective contract monitoring is very vital as it ensures the organization receives what it has paid for within the time limit and budget.
