This dissertation is concerned with the effectiveness of Government Assets Management in Public Organisations with specific reference to RAS Manyara. The study rests on the following objectives. To investigate the management of Government Assets in public organizations, To examine regulations and procedures of Government Assets management if are known and comprehensible within the organization, To examine the Asset register used to keep records of all assets in RAS Manyara, To access the awareness of staffs on importance of Government Assets Management. Finally, the study wants to find out factors affecting effectiveness of Government Assets management and to suggest how to overcome.
The sampling techniques involved in selecting the participants of this study were simple random sampling and systematic. Participants involved in the study were Regional Administrative Secretariat Staff. Data collection methods comprised of interviews, participation, observation, questionnaires, and documentary review. The data collected were analyzed qualitatively and quantitatively.
The findings of the study revealed that there is poor management of Government Assets Management at RAS Manyara. There is lack of asset management experts, Lack of training, conferences and workshops, It was also revealed that there is lack of commitment on assets management, Poor allocated budget for maintenance and service of assets and Lack of knowledge for employees on Acts, Regulations, Guidelines and Procedures on Government assets management. The study also shows that asset register used to keep records of RAS’s assets is not updated and regularly not checked, Assets are not valued and no title deeds for land and buildings at RAS Manyara. These have reduced the effectiveness on managing government assets. Lastly, the absence of asset management policy, poor technology and absence of direct employees who are accountable for managing assets in the organization, are also factors that have been affecting the good management of Government assets.
Finally the researcher recommended that the government should integrate Procurement policy with an assets management policy and should be communicated to all government entities, should also ensure that all its assets are properly valued and title deeds for the same obtained, also to allocate more funds in maintenance and service of assets and to ensure Acts, Regulations, Guidelines and Procedures of managing Government assets are well known to employees.
