A Dissertation submitted to Dar es Salaam Campus College in partial fulfilment of the Requirements of Masters of Science in Procurement and Supply Chain Management (MSc. PSCM) Degree of Mzumbe University.Public Procurement Act No. 21 of 2004 and its Regulations of 2005 provides guidance to procuring entities on standard processing times in the tendering process. Also Public Procurement Regulatory Authority, as an oversight body on procurement functions in the country has been issuing various guidelines and circulars for interpretation of the Public Procurement Act and its Regulations in order to expedite execution of the procurement process. Despite of all these efforts made to streamline procurement system in the country, still there are a lot of complaints that procurement processes is ineffective and does not provide value for money. This study sought to assess the factors that influence the effectiveness of the procurement processes in procurement entities and the strategies for improving the same. The study confirm that procurement process is effectives in Public procurement entities. This is because, procurement staffs in public procurement entities, comply with public procurement Act no. 21 of 2004 and public procurement regulation of 2005 in the whole processes of procurement. According to the study made ,the results shows that the whole process of procurement in public sector is transparent because procurement is done through tendering system which is critical part of the procurement process for achieving value for money in the procurement cycle and tendering procedures is done effectively and effectively. There is also proper contract administration to most of public procurement entities although some of the procuring entities do not appoint appropriate contract manager for each procurement contract. The study revealed that there is procurement plan in public procurement entities which is implemented accordingly which resulted in to better and effective execution of activities. (pre contract finalization). It was therefore recommended that procuring entities should train key staff since the procurement contract management is the new phenomenon to most of them and to use procurement plan as it states what to procure, when to procure, cost incur and method to use, also must employ well trained staff because handling public procurement of innovative solutions requires trained and qualified staff with a multitude of skills, this include good procurement skills, but also skills in project management, contract management and specialised in business law.
