dc.description This study aimed at evaluating employees’ motivation in Tanzania municipal Councils, with particular case of Ilala Municipal Council. Employee motivation was studied because it plays an important role not only in enterprise productivity, quality, and speed of work but also increases economic development of an organization. When employees lack motivation there are negative effects in places of work. These include poor performance, failure to achieve organizational objectives, misunderstandings and conflicts between staffs, and management. Generally, lack of staffs motivation leads to the problem of absenteeism from work and job dissatisfaction.The general objective of the study was to evaluate employee’s motivation in Municipal Councils in respect of achievement of organizational goals. The specific objectives were to identify factors of motivation available at IMC, to evaluate the level of staff satisfaction with the available motivation, and to assess the contribution of available motivation strategies towards achievement of Municipal Council goals. A case study research design, qualitative and quantitative research approach were used. Data collected was analyzed against the research objectives. The findings indicated that employees at Ilala Municipal Council were not satisfied with the available package of motivation provided to them. The study also revealed that there is low effectiveness of activities undertaken at the IMC. However there is some degree of efficiency in some of activities done by the IMC. It is recommended that the Management of IMC should improve staff motivation and to ensure compliance the with the agreed motivation scheme for improved achievement of Municipal Council objectives. Finally the IMC should take measures to manage available resources in order to ensure effectiveness and efficiency in their use to accomplish established objectives and targets.
